Tarigami Urges Centre to Assist Flood-Affected J&K, Calls for Climate Relief Fund

Srinagar, September 5, 2025 — CPI(M) leader and MLA Kulgam M Y Tarigami urged the Centre on Friday to immediately provide adequate funds to Jammu and Kashmir for the relief and rehabilitation of flood-affected people. Addressing a press conference, Tarigami, who also chairs the Environment Committee of the J&K Legislative Assembly, said the devastation caused by the recent floods has been “immense in terms of property loss and human lives.”

Appeal for Central Support

Tarigami said: “We urge the Government of India to assist the J&K administration by releasing adequate funds for the relief and rehabilitation of all those who have suffered huge losses.”

He added that states across the Himalayan belt — including Uttarakhand, Himachal Pradesh, and Jammu & Kashmir — as well as Punjab have faced widespread devastation. He expressed solidarity with families who lost their loved ones and properties in the deluge.

Lessons Not Learned from 2014 Floods

The MLA reminded that the 2014 floods were a clear warning: “Had we drawn lessons from that tragedy, the devastation of the 2025 floods could have been minimized.”

He criticized poor compliance with Environmental Impact Assessments (EIA), saying many major projects were launched in fragile areas without proper checks.

Need for Climate Disaster Relief Fund

Tarigami pointed out that despite frequent calamities, the Union Government has failed to establish a dedicated Climate Disaster Relief Fund to provide non-repayable aid to states during emergencies.

“With more states facing nature’s fury every year, the creation of such a fund requires urgent attention,” he said.

Call for Dredging and Audits

The CPI(M) leader also highlighted that the Jhelum river’s carrying capacity, which was 63,000 cusecs in 1962, has now halved due to siltation. He called for ecological dredging of the river, its tributaries, and basins to prevent future flooding.

He demanded a transparent, third-party safety audit of all dams, bridges, and public infrastructure, along with strict action against land mafias and encroachers.

Probe into Wetland Dredging

Tarigami also questioned dredging works allotted to companies for Wullar Lake, Hokarsar, and the Jhelum. He said details of progress should be made public and sought action on wetlands lost since 2015.

The Anti-Corruption Bureau (ACB) has already filed an FIR regarding irregularities, and Tarigami demanded that the investigation be expedited.
