
Special CBI Court Jammu delivered verdict in 2007 insurance fraud case
Jammu, Sept 18: The Special Judge Anti-Corruption (CBI Cases), Jammu, Pawan Kumar Sharma, today convicted four accused — including a retired Army officer and an insurance company official — in a 2007 insurance fraud case involving fabrication of documents and a fraudulent claim of ₹13.36 lakh.

The Case
The CBI investigation revealed that the accused fabricated insurance documents in the name of a fictitious person, T K Raina, and fraudulently claimed that his house had been gutted in a fire. To disguise the fraud, the conspirators manipulated records, using the details of a genuine fire incident involving Devki Devi of Bougam, Kulgam, whose house was burnt by militants in October 2000. Forged reports and documents were submitted, leading to the sanction of ₹13.36 lakh by the Oriental Insurance Company.
The Convicted
The court found the following accused guilty under Sections 419, 420, 467, 468, 471, 120-B RPC and provisions of the J&K Prevention of Corruption Act:
- Darbari Lal, Teacher, Govt Middle School, R S Pura
- Manoj Kumar Dhar, Resident of Upper Barnai, Jammu
- G K Rangroo, then Assistant Divisional Manager, Oriental Insurance Company, Jammu (judgment deferred due to hospitalisation)
- Lt Col (Retd.) Charanjit, Proprietor, M/s Expert Investigating Services, Jammu
The prime accused, surveyor Subash Saraf of M/s Saraf Investigators Pvt. Ltd., died during trial.
Sentences
Darbari Lal and Manoj Kumar Dhar were awarded three years’ imprisonment with fines up to ₹50,000 each. Lt Col (Retd.) Charanjit received concurrent sentences — six months under Section 419 RPC, one year each under Sections 420, 467, 468, and six months each under Sections 471 and 120-B RPC, along with fines. Judgment against G K Rangroo has been reserved due to his medical condition.
