J&K Assembly Secretariat has alerted Law Department as the October 28 deadline approaches
Jammu, Sept 18: With the six-month deadline for convening the Jammu and Kashmir Legislative Assembly session expiring on October 28, the Assembly Secretariat has written to the Law Department, highlighting the urgency of initiating the notification process and seeking necessary steps to ensure compliance.

Deadline Approaching
The last Assembly sitting was a one-day special session held on April 28 in Jammu, following the Pahalgam terror attack. As per constitutional provisions, the Legislature must meet within six months, making October 28 the deadline.
Since legislators are required to be given one month’s notice for submitting questions, private member’s bills and resolutions, the effective timeline for notification falls on September 28. However, the rules allow this period to be curtailed to 10–15 days under exceptional circumstances.
Next Steps
Sources said the Cabinet must first recommend the date and duration of the session, after which the Lieutenant Governor will issue the formal notification. The Assembly Speaker will then release the calendar of sittings and business.
Officials indicated that festival season may influence scheduling. Earlier, Education Minister Javaid Dar had suggested the session might be held in mid-September, but that possibility has now been ruled out.
Agenda and Business
The upcoming session may see the introduction of fresh bills, with specific days reserved for private member’s bills and resolutions. Question Hour is also expected, though the number of starred and un-starred questions may be reduced compared to the budget session.
During the previous budget session, three days reserved for private members’ business were lost amid protests over the Waqf Bill passed by Parliament.
Background
The J&K Legislature traditionally holds only two sessions annually — the Budget Session in Jammu and a brief session in Srinagar — unlike Parliament and most states, which conduct three sessions (Budget, Monsoon, and Winter). The practice is linked to the erstwhile Darbar Move, under which the Secretariat alternated between Jammu and Srinagar. The system was discontinued in 2021, but the Omar Abdullah-led Government has announced plans to restore it.
- Last session: April 28 (special one-day session)
- Deadline: October 28 (six-month rule)
