
Chief Secretary Atal Dulloo reviewing transit accommodation works at Zewan
SRINAGAR, Sept 22: Chief Secretary Atal Dulloo on Monday inspected the Zewan site — one of the key locations identified under the Prime Minister’s Development Package (PMDP) — to assess progress on construction of transit accommodation for Kashmiri migrant employees.
Accompanied by Principal Secretary PWD, Divisional Commissioner Kashmir, Deputy Commissioner Srinagar, Relief Commissioner, Chief Engineer R&B (Central) and other officers, the Chief Secretary reviewed works on 936 one-BHK flats at Zewan. Of these, 624 flats have been completed, while the remaining 312 are at various stages of execution. So far 703 flats have been allotted — an increase of 51 allotments since March 2025.
Officials told the CS that timelines are being fast-tracked: 96 flats are targeted for completion by September 2025, 72 flats between October–December 2025, and 144 flats from January–March 2026. The revised approved project cost stands at ₹197.37 crore, of which ₹124.07 crore had been utilized up to March 2025. For 2025-26, an outlay of ₹73.30 crore is proposed, with ₹36.65 crore already released this financial year.
Emphasising timely completion, Dulloo directed executing agencies to adhere to schedules and maintain construction quality so that completed units are handed over and allotted to employees without delay. He noted the locational advantage of Zewan — convenient for migrant employees serving in both Srinagar and Pulwama districts — and stressed the importance of providing secure and dignified housing at the earliest.
“This project must be completed on time and the completed units should be allotted to the employees without any delay,” the Chief Secretary said, urging strict quality checks and adherence to timelines by concerned departments and contractors.
