CBIC notifies amendments in GSTR-9


New Delhi (Del), Sept 18: The Central Board of Indirect Taxes and Customs (CBIC) has notified amendments to the annual GST return form GSTR-9, aimed at making Input Tax Credit (ITC) reporting more comprehensive and structured.

The changes, notified on September 17, will take effect from September 22 and will apply to annual returns filed for the 2024-25 fiscal year under the Central GST (CGST) rules. As per the regulations, taxpayers with an aggregate turnover exceeding Rs 2 crore are required to file GSTR-9.

According to Rajat Mohan, Senior Partner at AMRG & Associates, the revamped form introduces significant changes. “The revised structure makes it far more detailed, with new tables covering reversals under Rules 37, 37A, 38, 42 and 43, re-claims in subsequent years, transitional credits, import-related ITC, and auto-populated mismatches,” he explained.

Mohan added that corporates and professionals will have to wait for GSTN to release the updated forms and utilities before implementing the changes. “This measure reflects a more data-driven and preventive compliance regime. While it may help reduce litigation, it demands disciplined documentation at the entity level,” he said.

Implications for Taxpayers

With the new framework, taxpayers and professionals will need to undertake deeper reconciliations of GSTR-3B, GSTR-2B, and financial accounts. “By embedding these disclosures upfront, the system aims to protect taxpayers from avoidable notices, as officials will already have an audit trail in the annual filing,” Mohan highlighted.
