
New Delhi, Sept 17: The Supreme Court on Wednesday directed the Commission for Air Quality Management (CAQM), the Central Pollution Control Board (CPCB), and state pollution control boards to prepare and submit comprehensive measures to curb air pollution within the next three weeks, in anticipation of rising pollution levels during winter.

The directive came while the court was hearing a suo motu plea regarding long-pending vacancies in CAQM, CPCB, and various state boards. The bench, comprising Chief Justice of India B R Gavai and Justice K Vinod Chandran, pulled up authorities for delays in appointments, stressing that the shortage of manpower worsens the environmental crisis during peak pollution seasons.
Deadline for Filling Vacancies
The bench ordered Uttar Pradesh, Haryana, Rajasthan, Punjab, along with CAQM and CPCB, to fill all vacant posts within three months. For promotional posts, the court granted an extended deadline of six months.
Meanwhile, the states and boards have been directed to appoint staff on deputation or contractual basis to ensure adequate workforce ahead of the upcoming high-pollution winter season.
CAQM’s Mandate
The CAQM, established by the Centre, is tasked with managing and improving air quality in the National Capital Region (NCR) and surrounding states, including Punjab, Haryana, Uttar Pradesh, and Rajasthan. The court noted that effective functioning of the commission and boards is critical for addressing the annual pollution spike in the region.
