United Nations (US), Sept 18: India has urged the global community to ensure that UN-designated terror outfits, including Pakistan-based Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), and their facilitators do not exploit Afghan territory for terrorist activities.

India’s Call at the UN

“India is closely monitoring the security situation in Afghanistan,” said Ambassador Parvathaneni Harish, India’s Permanent Representative to the UN, while addressing the UN Security Council session on Afghanistan. “The international community must coordinate efforts towards ensuring that UN-designated entities like ISIL, Al Qaeda, LeT and JeM no longer exploit Afghan territory for terrorist operations,” he said, in an indirect reference to Pakistan.

Civilisational Ties and Peace Efforts

Harish underlined India’s “paramount interest” in a peaceful and stable Afghanistan, noting the civilisational relationship between the two nations. He emphasised the need for international and regional consensus, pointing out that India has actively engaged in UN-led meetings in Doha and other forums. External Affairs Minister S. Jaishankar has also spoken twice with Afghanistan’s Acting Foreign Minister Amir Khan Muttaqi, he informed.

Policy on Afghanistan

India stressed that post-conflict policies must balance incentives for positive behaviour with measures to discourage harmful actions. “Focusing only on punitive measures is unlikely to achieve results. Afghanistan needs a fresh approach with innovative policy instruments to support its people in dire need,” Harish said.

He added that a “business as usual” approach will only maintain the status quo, which is detrimental to both Afghanistan and the international community’s expectations.

Humanitarian Assistance

Harish highlighted India’s humanitarian response following last month’s devastating Afghan earthquake, when New Delhi quickly dispatched 1,000 family tents, 15 tonnes of food, and later another 21 tonnes of relief including medicines, hygiene kits, blankets, and generators. Since the Taliban’s takeover in 2021, India has provided 50,000 tonnes of wheat, 330 tonnes of medicines, vaccines, pesticides, and other essential aid for Afghan communities.

Development Commitment

India reaffirmed its long-term commitment to Afghanistan’s reconstruction, with over 500 development partnership projects across Afghan provinces. In partnership with the UN Office on Drugs and Crime, India has also contributed 84 MT of assistance and medicines, and 32 MT of support items for drug rehabilitation programmes, particularly for women.

India’s Priorities

Harish said New Delhi’s immediate focus includes continued humanitarian assistance and capacity-building initiatives for Afghan people. “India’s commitment to the developmental needs of the Afghan people is non-negotiable. We will continue engaging with stakeholders and supporting the international community’s efforts towards a stable, peaceful, and prosperous Afghanistan,” he concluded.
