NEW DELHI, Sept 24: Union Minister of State (Independent Charge) for Science & Technology, Earth Sciences, and MoS PMO, Dr. Jitendra Singh today called for greater integration among Centre and States to implement a ‘Whole of Government’ model in administration and training.
The Minister was speaking at the inaugural session of a two-day workshop for State Administrative Training Institutes (ATIs), organized by the Capacity Building Commission (CBC) in collaboration with the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in New Delhi.
Dr. Singh underlined Prime Minister Narendra Modi’s vision of transforming civil services from a rule-based to a role-based system under Mission Karmayogi. He informed that 1.36 crore Government employees have enrolled on the iGOTKarmayogi portal to enhance skills and stay future-ready.
He said that MoUs with 24 States and UTs have been signed to strengthen ATIs as capacity-building hubs. Emerging technologies and AI-driven tools will play a central role in Mission Karmayogi 2.0, supporting Capacity Building Plans (CBPs) at department and state levels.
Highlighting initiatives like Rozgar Mela and Mission Karmayogi Prarambh, Dr. Singh stressed upgrading curriculum, enhancing communication skills, and reducing hierarchical barriers in governance. He praised the Assistant Secretary programme for IAS trainees for its early career impact.
He further informed that INSA has planned a residential training programme for Science Administrators and suggested that CBC should create a structured module to strengthen governance in R&D.
CBC Chairperson Radha S. Chauhan highlighted AI-driven CBP preparation, while Rachna Shah, Secretary, DoPT, emphasized synergy between Centre and States and inclusivity through 350 courses in 22 languages.
The workshop was also attended by Sriram Taranikanti (Director, LBSNAA), Dr. R. Balasubramaniam (Member HR, CBC), Dr. Alka Mittal (Member Admin, CBC) and Shyama Prasad Roy (Joint Secretary, CBC).
