
Srinagar, Sept 18: Chief Secretary Atal Dulloo on Thursday held an extensive meeting with NITI Aayog Member Dr. V.K. Paul on the establishment of Tele-ICU facilities in Jammu and Kashmir’s newly established Government Medical Colleges (GMCs).

Learning from National Models
Dr. Paul shared successful Tele-ICU projects implemented by institutions such as Apollo Tele Health, Medanta, Cloudphysician, and Health Net, stressing that J&K must evaluate these experiences and adopt a locally viable model. He also highlighted the importance of capacity building and staff training for smooth implementation.
Hub-and-Spoke Framework
Reiterating J&K’s commitment to modern healthcare solutions, Dulloo said the UT plans to implement a hub-and-spoke system for Tele-ICUs, enabling 24×7 monitoring and specialist consultations. New GMCs will act as spokes, linked to a central hub within J&K.
He also proposed deputing a team of experts to reputed hospitals across India to study Tele-ICU operations first-hand, adding that a state-of-the-art command hub in J&K would be crucial for training healthcare professionals and expanding coverage in phases.
Departmental Updates
Health Secretary Dr. Syed Abid Rashid Shah said the department has proposed setting up at least 10-bedded Tele-ICUs in each new GMC. Director SKIMS, Prof. Mohammad Ashraf Ganie, and GMC principals also provided their inputs based on existing practices and requirements.
Review of FCS&CA & Legal Metrology
Later in the day, Dulloo chaired a review of the Food, Civil Supplies & Consumer Affairs and Legal Metrology Departments. Commissioner Secretary Saurabh Bhagat outlined key achievements including digitization, Aadhaar integration, and improved transparency in ration distribution.
Officials informed that more than 102.54 lakh individuals across 25.61 lakh families benefit under NFSA in J&K, with monthly distribution covering NFSA, non-NFSA, PMGKAY and SAAY schemes. The UT has also achieved 100% Aadhaar seeding of ration cards, with 96.55% authenticated transactions across 6,362 e-PoS-enabled outlets.
