
KOLKATA, Sept 16: Defence Minister Rajnath Singh today urged the Armed Forces to move beyond traditional concepts of warfare and remain alert against emerging “invisible challenges” arising from unconventional threats such as information, ideological, ecological, and biological warfare.

Call for Preparedness Amid Global Instability
Addressing the 16th Combined Commanders’ Conference (CCC) 2025 in Kolkata, Singh emphasized that the nature of warfare is continuously evolving, requiring constant reassessment of global changes and their impact on India’s security environment.
“Wars of today are so sudden and unpredictable that it is extremely difficult to foretell their duration. It can be two months, a year, or even five years. We need to be prepared. We must ensure that our surge capacity remains sufficient,” Singh stated.
Vision for Future Defence Capabilities
The Defence Minister called for building the ‘Sudarshan Chakra’ air defence mechanism, as envisioned by Prime Minister Narendra Modi. He confirmed that a committee is already examining the project and suggested preparing five-year and ten-year plans to achieve this vision.
He also highlighted progress in tri-service integration, including logistics nodes and a joint management application, as part of efforts to enhance synergy across the Army, Navy, and Air Force. Singh underscored the importance of civil-military fusion in meeting future challenges.
Focus on Innovation & Self-Reliance
Reiterating the Government’s commitment to Aatmanirbhar Bharat, Singh stressed that self-reliance in defence production is “not a slogan, but a necessity,” as it ensures strategic autonomy, fuels economic growth, and generates employment.
He pointed to reforms like the Defence Procurement Manual 2025 and revision of the Defence Acquisition Procedure 2020 aimed at simplifying procurement and strengthening operational readiness.
Conference Attendees
The CCC 2025 is being held at the Eastern Command headquarters in Fort William, Kolkata, with the theme “Year of Reforms – Transformation for the Future.” It brings together top civilian and military leadership, including CDS General Anil Chauhan, the three service chiefs, Defence Secretary Rajesh Kumar Singh, and other senior officers.
Prime Minister Modi inaugurated the conference on Monday, complimenting the Armed Forces for the success of Operation Sindoor and directing the Defence Ministry to focus on jointness, innovation, and self-sufficiency to meet future challenges.
