JAMMU, Sept 24: In a significant step to strengthen the justice delivery system, Justice Arun Palli, Chief Justice of the High Court of Jammu & Kashmir and Ladakh, has announced a comprehensive action plan to speed up the disposal of cases, reduce pendency, and improve judicial efficiency.

The initiative comes against the backdrop of rising concerns over delayed justice and growing case backlogs. The plan builds on the successful implementation of Phases I to III and now moves into Phase IV (July–December 2025) and Phase V (January–June 2026).

Phase IV will prioritize 10+ year-old cases, those involving senior citizens, women, and vulnerable groups. It will expand evening/weekend courts, strengthen case management systems through digital dashboards and monthly performance reviews, and improve coordination with the Bar and Prosecution Department for faster case disposal.

Phase V will consolidate the earlier gains with the rollout of paperless courts in select districts, enhanced ADR mechanisms such as mediation and Lok Adalats, and capacity building through targeted training for judicial officers and staff.

The Arrears Committee of the High Court will closely monitor progress with monthly reporting from all District and Sessions Judges. Metrics such as disposal rates, pendency reduction, and adherence to timelines will be used for evaluation.

Launching the new phases, the Chief Justice reiterated that “justice delayed is justice denied” and emphasized that this plan demonstrates the judiciary’s commitment to timely and accessible justice for the people of Jammu, Kashmir, and Ladakh.
